Responsibilities

Our client, the French Development Agency (AFD), is seeking an Administrative and Financial Manager to support the Action "Technical Assistance to the Government of Cameroon for the preparation of the Kikot Hydroelectric Project through to financial 

close;.

The Administrative and Financial Manager handles the administrative and financial secretariat for the two service contracts mobilised for the benefit of the Cameroonian government. He/she works in close collaboration with AFD Yaounde, the MINEE focal point, the Government Working Group, and the consultants.


RESPONSIBILITIES AND DUTIES

a. Monitoring and Control of Services:

Supervise the administrative and financial management of the project, including budget execution and monitoring of service contracts.

Ensure deadlines are met for the production of project reports and deliverables.

Track consultants' billable hours and reimbursable expenses, issuing alerts when contractual thresholds are approached.

Coordinate the validation of quarterly reports in liaison with the MINEE focal point, the Working Group, and AFD.

Verify and control invoices and supporting documents for compliance with contract terms (ceilings, payment schedules, VAT, etc.).

Monitor purchase orders to anticipate required renewals in a timely manner.

b. Document Management:

File and archive accounting documents, deliverables, and documents submitted by consultants, in accordance with agreed operating procedures.

Organise and facilitate the flow of documents among all project stakeholders.

c. Project Coordination:

Serve as the daily interface between the MINEE focal point, the Working Group, AFD, and consultants on all contractual matters.

Organise and participate in coordination and progress meetings among project stakeholders.

Support the development and implementation of standardised procedures and templates for project stakeholders.

Ensure effective information flow to AFD headquarters/network teams and the EU Delegation as applicable.

d. Annual Reporting and Audits:

Prepare the project's annual financial reports.

Support the preparation of project implementation reports in coordination with MINEE.

In the event of an audit: prepare documentation, facilitate the process, and monitor the implementation of audit recommendations.

Provide administrative support for meetings, steering committees, and missions (invitations, minutes, agendas, etc.).

Educational requirements

Master's degree or equivalent (BAC+5 minimum) in management, finance, administration, or a related field.

Experience requirements

Minimum 3 years of experience in a similar role, ideally in the public sector or in the management of internationally funded projects. 

Additional requirements

Technical Skills:


 Fluent in French (written and spoken); working knowledge of English required.

Strong knowledge of financial management and accounting principles.

Proficiency in Microsoft Office tools (Excel, Word, and other digital tools).

Ability to read and understand complex contracts.

Strong analytical, writing, and synthesis skills; knowledge of project management methods.

Interpersonal Skills:

Rigour, organisational skills, and a proactive mindset.

Excellent communication skills and ability to work effectively within a team.

Ability to manage tight deadlines and coordinate diverse stakeholders.

Autonomy, sense of responsibility, and integrity.

Knowledge of the Cameroonian energy sector and experience with development partner-funded projects would be an asset.
